In the nearly two decades I have been driving I have maintained a perfect driving record by being a safe driver.

The solution: Don't get pulled over.

If the suspended driver gets pulled over, the cop will run the suspended driver's license, it comes back as suspended, the driver is arrested, has to post bond and faces new charges, meanwhile his car is impounded.
