Is this normal, that kids just are very difficult or is there something I can do to get my kids to behave?

If I put him in a pack n play to get a break from his behaviors he screams at the top of his lungs, so I take him out.

What can I do to get my 19 month old to behave at home?

I have to live at the park and take them out places every day because home is a disaster.

It is very very stressful to be at home with them.

He smiles and continues doing anything I tell him not to.

I put him on time outs and the second he gets off the time out he is back climbing on the tables, playing with the tv again.

He constantly climbs on tables, beds, tries to jump on beds, plays with the tv, tries to get the tv cords, every minute of the day.

It is impossible to stay home during the day with them because my 19 month old is such a handful.
